Dr Wharry's antecedents, as I stated to the Executive Council, do not warrant me in expecting such prompt and harmonious cooperation from him. I have only to refer to the correspondence quoted in paragraph 3, in confirmation of this statement. On the contrary, I feel justified in anticipating that in every case in which the other members of the Sanitary Board did not share his own views, he would be obstructive and quarrelsome and would evade all responsibility.
